Changing the search scope seems to have no effect. To resolve this I ended up adding the user I wanted to log in with (not the manager-dn) to the reader group to allow a successful bind. If this dn does not exists you could use an empty "People Unit". Shouldn't it be cn=Manager,dc=example,dc=com? I must have mis-typed the brackets; if the query is incorrect you get a different error message. I had problem with my CN details.
